Does anyone else think it ridiculous that Repub's are blaming Carter & Clinton for the Wall Street meltdown?

when they have been in the White House for combined 20 years since Carter, including the past 8? Weren't 90% of these "bad" mortgages entered into under W tenure? Are they THAT shameless?
