How will Penn States lack luster victory over an unrated 5-5 Iowa team affect the BCS voters?

Even if they are 10-0, will they go down in the ratings with a poor showing over an Iowa team they should have blown out? Or is a win a win? If they go to #1 would it be a good thing for NCAA Football?
